Sleeping At Steve Beshear's State of the Commonwealth Address?

I watched Steve Beshear's State of the Commonwealth address last night and
couldn't help but notice some guy behind Steve appeared to be sleeping. If in
fact this guy was sleeping, I hope he's not a Democrat and pray he's not on the
government payroll sleeping on the job.
No, it doesn't look like he's asleep. He blinked his eyes several times, moved his head to his left, then looked at Beshear as he ended his message.
It appears he may have been looking down at something rather than sleeping.
